Was the recent draw of 5,010 houses by DDA rigged? Documents in the possession of TOI raise serious doubts about the integrity of the
‘lucky draw’ process by which DDA selected the beneficiaries out of lakhs of applicants, triggering fears of a repeat of the scam in Noida where authorities allegedly rigged the lottery for plots in premium sectors.
Officially, DDA selected the winners for 5,010 houses from among 5.12 lakh applicants on the basis of a random draw.
But an extract of the list of beneficiaries shows that the winners include fictitious individuals, raising apprehensions that a gang of property dealers may have connived with DDA employees and bank agents to rig the lottery by breaching what was considered a foolproof process.
Emerging details also suggested that the group may have targeted flats reserved for SC/STs, making fake applications in names of villagers in Rajasthan who had not even heard of the scheme.
In one case, four people allotted houses by DDA do not even have their addresses and phone numbers (a pre-requisite) mentioned in the internal database list — an oddity which raises doubts about the fairness of the exercise.
In two other cases, beneficiaries living in different houses, tehsils and even districts in Rajasthan are recorded as possessing the same mobile phone number. Yet, all of them have been allotted houses.
Jamna Shankar lives in Modi village of Vallabhnagar tehsil of Udaipur. His number is 9783798022. Kalu of village Bhindar in Vallabhnagar has the same number. As does Keshu Lal of 152 Baggad Nar Ji Ki Talai in Vallabhnagar and Prakash Chandra Meena who lives at 207 Baggad Valiya Nakah in the same tehsil. Clearly, at least three of them submitted fake numbers, but all were allotted houses.

While the news of the suspected scam in allotment of DDA flats caused outrage among those who missed out, there is now some bad news
for the lucky ones who made it.
The Union urban development ministry is toying with the idea of cancelling the entire draw if the inquiry proves that the alleged foul play was more widespread than is presently being suspected. Speaking to TOI, minister of state for urban development Ajay Maken said: ‘‘We have asked the DDA vice-chairman to submit a report to us. We will not allot even a single flat if there are doubts about its allotment. None of the flats where there are allegations of foul play will be allotted. In case the police inquiry shows that there are a very large number of flats where such rigging happened, we will scrap the entire process.’’
TOI had first reported on Saturday that the economic offences wing of Delhi Police had begun an inquiry into allegations by Udit Raj, chief of All India Confederation for SC/ST Organisations, that the allotment process of 1,200-odd flats in the reserved category had been rigged.
Asked if allottees of the other 3,800-odd flats too may need to wait longer, Maken said: ‘‘We are taking it very seriously. No allotment can happen before these doubts are cleared.’’

The Urban Development Ministry on Sunday said that no allotment of DDA flats would be made to the allottees who emerged successful in the draw of lots recently till an inquiry in the alleged irregularities is completed.
Reacting to the alleged scam in the DDA housing scheme, Minister of State for Urban Development Ajay Maken said he has asked the DDA to probe into the alleged irregularities in the draw of the lots.
He said the houses would not be allotted to the winners till the inquiry is completed.
Police are also investigating into a complaint regarding irregularities in the recent allotment of over 5,010 flats by the DDA. Over 6 lakh people had applied for the DDA housing scheme flats last year.

A day after TOI reported irregularities and the possibility of a scam in the allotment of 5,010 houses in the recent DDA mega-housing
scheme, the Delhi Police swung into action on Saturday, with sources claiming the role of specific property dealers had hit their radar with the investigators also looking into the possible involvement of DDA functionaries as well as officials of a leading bank.
The police is expecting to get leads from the questioning a chartered accountant, who is believed to have facilitated the loans from banks and for fictitious applicants some of whom got the flats, sources said.
The CA, whose name is being withheld by this newspaper due to the sensitive nature of investigation, works for a Chandigarh-based finance company. He was questioned for more than five hours by crime branch sleuths on Saturday. The CA has provided a list of all those he `helped’ in applying for the DDA scheme, sources in the Delhi police said.
“He told us that his company was outsourced the job by a Chandigarh-based firm and had facilitated loans from 12 branches of different banks in Delhi. He claimed to have helped over 1,000 people in filing the application forms,” a senior police source told TOI.
Police said that they are examining the documents furnished by him. The Chandigarh-based finance company mentioned by the CA, is also being contacted, police claimed.
Meanwhile, a team of crime branch officers also met the complainant Udit Raj, head the All India Confederation of SC/ST Organisations, who had filed a specific complaint about a nexus of realtors and officials working to corner houses reserved for SCs and STs by filing hoax applications.
Udit Raj, who was examined in detail by the cops, is believed to have provided leads. “He claimed to have written to 150 persons of ST category, whose names were allegedly used to apply for the scheme. We have asked for the details of all the 150 individuals who he contacted,” said a senior police officer.
The Economic Offences Wing (EOW) of the Delhi Police, which is probing the matter, has also written to DDA housing authorities and asked them to furnish information regarding all those who had applied under SC/ST categories along with all those who were finally allotted the flats in these categories.
“We have also asked DDA to furnish information regarding those who have applied through a leading bank in this category as it was alleged that some officials of the bank were also involved. However, it will be too early to comment on the entire nature and dimensions of fraud as it can be a single case also,” said a police officer.
Being a weekend when the agency remains closed, DDA spokesperson could not confirm whether the authority had received any intimation from the police but said it would hold a press conference on Monday to address the issue.
